Yes they can and I sometimes do it but not always.  I actually prefer to make up 
 the filling and freeze it alone (place 1 serving scoops on a cookie sheet, 
 freeze solid, and bag) and actually stuff the peppers as I need them.  Peppers 
 are so full of fluid that the freezing makes them extremely limp and we prefer 
 them with just a little more body to them.
